277 skill of dex and pow!!

why is my 277 skill of pow and dex always miss when using it on players and i can only use it on mobs but it is still useless because it is better to use 287 of dex when it comes to leveling... my point is i donated this skill and it didn't help me a lot.. is this a bug or i got wrong on my build up? if this is a bug pls.. fix it because i can't enjoy playing at cw although i can get 1 e-rum but its nothing, i cannot enjoy it coz i can't kill. Is it possible to change my donated 277 skill pow and dex to int skill? because i noticed most int skill doesn't miss!!!
