it's a successive quest, you have to start the quest by talking to the truck driver at the wharf passage.

there is a quest there after the things you have to get from the ship, it's blank, just an exclamation point. get it, it's supposed to be, meet the suspicious folk

i finished all the quest in the truck diver and suspicious folk. all the quest ships and coordiantes quest i finished but i dont see the exclamtion point quest. pls help me pls

if you already finish all the quest given by the truck driver and suspicious folk, go to the police at the wharf
